Miller Homes, in conjunction with Inspired Developments has been appointed as Private Developer Partner by Charlestown and Lower Kersal New Deal for Communities and Salford City Council.
Size of the contract
Overall, the project seeks to deliver 2,500 homes with pre-agreed limits to demolition, new community, and commercial facilities with high-quality public home zones and feature open spaces.
Miller Regeneration is responsible for providing 80% of the development and expects the contract value to be in the region of £150 million. Additional development is anticipated to secure a further £150 million investment. The first site will deliver 230 homes on 5.16 hectares.

Roles and responsibilities
As lead developer partner Miller Homes’ responsibilities include:
- Masterplanning of three initial sites totalling over 55 hectares providing 1,150 homes and the production of a design code for the Charlestown and Lower Kersal area including Eco-Homes specifications and accessibility standards
- Strategic site investigations including flood mitigation, highways and geo-environmental studies
- Design of bespoke homes to respond to the needs of the local community and to provide aspirational living designed to appeal to new families and enable transformational change in the area
- Production of benchmark standards, specifications and detailed working arrangements with our partners including arrangements to satisfy best value requirements
- Design and delivery of affordable homes, low-cost home ownership provided direct by Miller Homes for social rent and shared ownership with Contour Housing Group
- Affordable homes distributed throughout the developments, specification and external appearance identical to homes for market sale to provide a tenure blind development
- Extensive public consultation involving planning for real events and peoples’ panels, site visits and open days
- Economic support through local labour, training and supply chain initiatives providing job opportunities for the local community and a catalyst for further investment and wealth creation
